Shri Harish Kumar Goel:
Harish Kumar Goel was born in 1970 in Farukh Nagar, a town near Ghaziabad metropolis. His father is a reputed advocate of Ghaziabad and mother is a homemaker. He did his primary education from Ghaziabad and completed B.Sc. & LL.B. from Meerut University. He started practice in Ghaziabad District Court and soon became one of the leading advocates of civil matters in Ghaziabad. During advocacy, he realized that poor, down trodden, backward classes and women were deprived access to justice and cases got delayed mainly due to frequent strike of lawyers, lack of professionalism on the part of lawyers and judges. He made sincere efforts to bring about changes in the system, which continue unabated even after joining the judicial service.
He secured second and third rank respectively in Madhya Pradesh Higher Judicial Service (HJS) and Uttarakhand Higher Judicial Service Exams in the year 2008. With a firm determination of rendering timely justice to the public, he joined the service as Additional District and Sessions Judge, Haridwar (Uttarakhand) on August 30, 2008. He was simultaneously assigned additional responsibilities of Special Judge of Scheduled Castes and Scheduled Tribes Act, Special Judge of Narcotic Drugs and Psychotropic Substances (NDPS) and Special Judge of Gangster Act. During 2010 to 2012, he was also given additional charge of Legal Secretary of Uttarakhand Public Service Commission.
Pursuing his academic interest, while serving as a judge, he did L.L.M. from Kurukshetra University in 2012. He has worked as Additional District and Sessions Judge, Almora from 2012 to 2015 and First Additional District and Sessions Judge, Dehradun from 2015 to 2016. He has twice been the Principal Judge, Family Court, Dehradun from 2016 to 2017 and from 16 November 2022 till 15 April 2023. As a Family Judge, he preferred to settle the dispute through mediation, counseling and mutual settlement.
From 2017 to 2021 worked as a District and Sessions Judge, Rudraprayag with additional responsibility as the Chairman of District Consumer Protection Forum, Rudraprayag. From 16 April 2021 till 16 November 2022, he worked as a Chairman, Uttarakhand Commercial Tax Tribunal. Presently, he is serving as the Director, Uttarakhand Judicial and Legal Academy at Bhowall (Nainital) which caters to the training needs of judges and other stake-holders of the justice system.
Shri Goel is a versatile poet and author. During the nationwide lockdown from March 22, 2020 due to Corona pandemic, when the judicial work was hampered, he decided to utilize his free time in writing book. Women Law and Empowerment. Uttarakhand Tenancy Act, 2021 is the second book written by him.
